The Educator Apprenticeship Resource Network (EARN) was established to build the infrastructure, tools, and cross-sector partnerships necessary for high-quality educator apprenticeship programs across California. Led by the Santa Clara County Office of Education (SCCOE) in partnership with the Tulare County Office of Education (TCOE), EARN serves as a statewide technical assistance intermediary for Local Education Agencies, Institutions of Higher Education, labor partners, and workforce organizations.
EARN guides partners through the complex process of developing Registered Apprenticeship Programs (RAPs) aligned to the Division of Apprenticeship Standards (DAS) and the California Commission on Teacher Credentialing (CTC) requirements.
The Educator Apprenticeship Resource Network (EARN) exists to build, strengthen, and scale high-quality educator apprenticeship programs across California by providing coordinated technical assistance and resources that support seamless pathways into the educator workforce.
EARN envisions a coherent, statewide educator ecosystem that expands access into the profession, supports apprentices holistically, and cultivates a diverse, highly effective educator workforce to serve California’s TK–12 students.
EARN provides differentiated, high-touch support tailored to each partner’s stage of development:
One-on-One Coaching
Individualized coaching on program design, partnership development, standards registration, and implementation strategies to address each program’s unique needs.
Communities of Practice (CoPs)
Cohort-based learning communities that bring together cross-sector partners to share best practices, problem-solve, and learn from peers.
Statewide Convenings & Webinars
Virtual and in-person learning opportunities focused on apprenticeship design, quality, funding, and sustainability.
EXPLORATION
Assess local needs, explore feasibility, and determine key partnerships.
DESIGN
Develop program structure aligned with Division of Apprenticeship Standards (DAS) and CTC requirements.
REGISTRATION
Complete the official registration and approval process necessary to establish the apprenticeship program.
IMPLEMENTATION
Launch the program, provide coaching for mentors and apprentices, and monitor early outcomes.
SUSTAINABILITY
Establish continuous improvement practices, secure funding, and strengthen systems for long-term program success.
